It’s definitely good. I’m dual wielding it with another int scaling special Greatsword, it does solid damage and the beam attack is really useful against some enemies. The main downside is that the scaling falls off a cliff at an int of higher than 50, I’m at a full +10 on it at 50 int and going to 51 gets me a single point more damage ... I haven't tested this myself so I can't confirm, but I'm pretty sure that trying to give the draught to Ranni is what causes you to be locked out of her questline, but Seluvis gives you the charm after you find the amber starlight for him.
